We just released a critical on demand fix for the regression introduced in February 2019 CU for SharePoint Server 2016:

The fix is a cumulative update for the language independent components of SharePoint Server 2016.
Customers who installed the February 2019 CU can apply the COD to resolve the problem introduced with the regression.
Customers who postponed the February 2019 CU can directly install this COD without installing February 2019 CU or any earlier patch for the language independent components of SharePoint Server 2016.
