This is an issue more related to the way Lync/Skype works, so it affects also the latest Service Manager version and probably future releases. The issue is that the Service Manager Console hangs for aprox. 30 seconds when opening IR/SR with Skype/Lync Client open. If you close the Skype/Lync clients the issue does not reproduce.
This can happen if multiple communicator clients are installed on the machine. So I would suggest to look in the control panel and uninstall all older Lync/Skype versions.
A way to also see what Lync/Skype gets used, would be to take a procmon trace during the repro (opening an IR/SR in the SM console). Even if you will not see this opened directly the the SM Console (UI) process, under the path you should see what lync exe gets opened during the repro.
C:\Program Files (x86)\Microsoft Office\Office15\lync.exe => is the Lync 2013 client
C:\Program Files (x86)\Microsoft Office\root\Office16\lync.exe => Skype for Business 2016 client.
Same issue also for Lync2013 and Lync2010 installed on the same machine.
