Windows App Store doesn't load after 8.1 Upgrade v. 2 (Also Works for Windows 10!)

If you're currently experiencing abandonment issues from the Windows Store after upgrading to Windows 8.1, don't panic there is hope.

You may see the Windows Store loading screen stuck in perpetual loop without end.


There is a relatively quick and painless fix.

You may have seen other sites recommend running the WSreset.exe tool, or manually trying to clear the cache from the Windows\SoftwareDistribution\Download folder.

Don't.  This can happen when the Store needs to be re-registered after an upgrade.

Open a Command Prompt as an Administrator.

In the Administrator Command Prompt

type or paste the following command:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

hit Enter.

Now in that same Administrator Command Prompt type or paste: start "" "ms-windows-store:"

Voila. Enjoy installing some new Store apps.

    That got my Store working, and all my Store Apps.

    However, all of my Inbox Metro Apps hang at the splash screen, including the ICP (setting, etc) ones.

    Permissions in the folders and Registry for Apps are good.

    No idea where to go next.

    I think upgrade to 8.1 caused mess with permissions on local and MS accounts. This mostly affected firewall. That is why many have errors with store apps. This is obviously MS's fault. They should do something.  

    By the way, I cannot send files by Skype, it reports failed.

    I can use installed applications but  I cannot re-install them. I cannot install new apps. Not all of course, but those which require network connection. I do suspect problem with permissions and firewall.

    I was having this same problem for a long time on Windows 8. I did notice that none of the other APPS would access the Internet either. So, I turned off Windows Firewall, and they all work correctly again.

    windows+X ->run ->services.msc <enter> -> find Windows Firewall -> click stop

    Finally fixed. After trying every suggested solution over the past two days, I decided to try a different approach.

    I installed "CCleaner" which I used on my old Windows 7 laptop. Ran an analysis and clean. Then ran the Registry Cleaner. Store now opens immediately and everything else appears to be working OK.

    The examples discussed above does not work for me, but I found another much easier solution on internet that worked for me.
    First I changed ownership to the files in ProgramData so I can access and delete files in that directory and it´s subdirectories. Then I just deleted the file PackageRepository.edb and all the belonging log files called edb.log and edb????.log, where ???? is a hexadecimal number. These files are located in C:ProgramDataMicrosoftWindowsAppRepository. After a reboot Store works for me and the deleted files was recreated by the system.

    I had tried all methods that I found but my windows 8.1 app store still not working. My problem is: when I click apps store icon it only show splash screen for a moment then it closed (back to start menu).
    So at the last, I decided to refresh my windows. (PC Setting -> Update & Recovery -> Refresh). After that, my windows app store can work again. But It will delete all program data in your windows main directory. You should reinstall some application that you had installed before.

    My store app works OK and never stopped but many Microsoft apps spin to nothing. Microsoft Mahjong, Microsoft Solitaire, Reader, Weather Channel, etc. do absolutely nothing. I am thinking it has something to do with services or a file being in the wrong place or something. I read about a pre install update to do prior to 8.1 upgrade but unfortunately, never saw it until after the fact. Nice one. I don’t know what else to do. I have tried virtually everything probably a half a dozen times each. Can someone please tell me how to fix this.

    I bought a ASUS transformer tablet with Windows 8.1. I have only been able to use the Desktop to go online, because the Touchscreen option says that I’m not online, and won’t open the Store, won’t let me into my Skype account, etc. Skype will open in Desktop,
    but says Skype home is not available (but it work fine on my other PC).
    It seems that because Touch Screen doesn’t recognize that I’m on line, the Apps don’t work. Attempted your fix for Skype, but didn’t get far. There s no task bar with administrator icon at bottom of screen. Where to locate?

    Have you recently attempted to ‘blag’ photoshop?? Check your Windows host file in C:windowssystem32driversetc and remove the entries because they will break ur Windows Store.

    I’ve been using a Dell Inspiron laptop and i upgraded to windows 8.1 about one month ago. Mine is kind of similar problem, none of the apps in the start menu opens except for they are desktop shortcuts. I’ve been facing this for past 10 days. I tried to
    make a new microsoft account and delete the current one (because my guest account works fine.) But you need to access settings for that and my bad luck, even it doesn’t open. Any kind of help would be great!

    Messing with command prompt can cause major issues. I have run into the same app store problem but come to find out it was due to certain updates not completely installed or registering. I learned long ago to always make sure that all updates are downloaded
    and installed before using your pc. This may seem stupid but I rather wait xx time and be certain no more updates are needed than to try and use a program/app and find out that a required update is missing. When updating always check to see if you need to
    restart or shut down for it too finish. Don’t ignore restarting or shutting down because this can damage the update. Yes you can postpone the shutdown/restart but best to get it out of the way and accept doing so when asked. if never asked you can easily check
    if you need to do one or the other by going to start clicking and selecting power. Just as you normally would do to shutdown or restart. It will let you know next to the either shutdown or restart to finish etc.

    I have read through this long thread, and many other threads on other sites several times. I have tried everything — no luck.
    But I finally did find a solution for my situation.

    The problem was in my registry.
    The HKEY_CLASSES_ROOT path needed to have its permissions changed.

    The change involved:
    1. Opening the registry. (Start->typing regedit ->right-clicking on regedit.exe and running it as Administrator)
    2. With the registry open, right-clicking on the HKEY_CLASSES_ROOT path and selecting "Permissions" from the context menu.
    3. adding the "ALL APPLICATION PACKAGES" user
    4. giving ALL APPLICATION PACKAGES "read" permissions.

    This also must be done for the following registry paths:

    I found this solution in a blog post by David Williams Dixon entitled: "Windows 8.1 Store Apps Won’t Open (Or Close Immediately) when logged on as a domain user. Make it stop!"

    Here is the long URL:

    The solution worked despite that I am not logged in as a domain user. I am the only user on my home desktop.

    I suspect that one of my software installations (Kaspersky is the prime suspect) modified the registry for its own purposes — the result: none of my modern apps would load.

    I hope this helps others like it helped me.

    After this fix, other apps still not launching. But I found if I uninstall then reinstall other apps start to work. I found this same fix applies to all other apps!!! I ran following PowerShell command and fixed all of my apps:

    Get-AppxPackage |% { $p = $_.InstallLocation; $f="$pAppxManifest.xml"; if (Test-Path $f) { Add-AppxPackage -DisableDevelopmentMode -Register $f } }

    After running the pasted-in registration command in my Command Window run as Administrator, I tried to run the Windows Store App as advised, and it produced a Remote Procedure Call Error, and left the inert green Windows Store logo screen just like it

    FYI…..This was NOT an 8.1 upgrade. new laptop (Lenovo X1 Carbon) with 8.1 pre-installed. Had been working perfectly for three months and this issue just "appeared" today randomly. App store screen would flash on screen then disappear (wasn’t stuck in the
    loop as others have described). I am guessing it has something to with last weeks patches from Microsoft as it is the only plausible explanation.

    I ran your suggestions here and all is fixed! Thanks again!

    but MS comes very close to pushing me over the edge every time they do something like this. If it wasn’t for my love of OneNote….

    I tried this solution (after checking time & date, running wsreset and all the other solutions out there) but it didn’t work first time.

    I then tried this solution:

    which didn’t solve the problem but I ran the solution on this page again after running the solution in the above link and it then worked and I can access the store.

    Don’t ask me why this sequence works but hopefully it may help somebody experimenting yet another lousy fail by MS (reading the surly, unhelpful responses of MS tech guys to this problem on the web is enough to stop you buying another MS product).

    I spent 20 minutes with a very knowledgeable folk from Ms and he solved my problem. This is what he did:

    1 – Open Internet Explorer

    2 – Click on Internet options

    3 – Go to the ‘Advanced’ tab

    4 – Click on ‘Reset’




    I tried my things such as a Wsreset, toying with firewalls, etc. This simple step solve my inability to connect to the Microsoft App Store. Give it a crack!
