Question: Where can you download the SharePoint designer?
Answer: Here are the two links to download SharePoint Designer and/or Web Expression designer.

Question: Is there a document size limit in for the index in Microsoft Office SharePoint Server 2007?
Answer: Two ways to look at this question, as for the number of documents, the recommend limit is 50 million documents in the index. As for the size of the files there is no limit but the default is 50mb. You need to take a look at the MaxDownloadSize registry entry to increase the limit. So to answer your question, there is no limit and in prior versions the same entry was used to modify this limit.
