Not long ago, MSExchange Team Blog released a tool to Fix and troubleshoot the Management Tools Startup Issues for Windows Remote Management, or WinRM.

This is really helpful when you are facing the error wheere the Exchange Management Console or Exchange Management Shell are not starting properly.
