SCUP Error - %1 is not a valid Win32 application

I came across an interesting error when trying to create a self signing certificate from the SCUP console on Windows Server 2012.

The error would say something like this "Unable to perform the requested operation on the update server. This can happen when you try to perform certain functions remotely that require SSL. %1 is not a valid Win32 application".

This appears to be caused by a file c:\program simply delete the program and re-launch SCUP console and try again.
