OK. I knew where to get the module that has Install-Module cmdlet. The module is: PowerShellGet and in order to get it, one need to either download "Windows Management Framework 5.0 Preview" or install Windows 10 Technical Preview.

In order to use Test-Uri cmdlet, I need to download PowerShellCookbook module. So I went to the site, and found out that you need to run "Install-Module -Name PowerShellCookbook" command. However, the cmdlet "Install-Module" does not exist in my system.
Where to get a PowerShell module that contains the "Install-Module" cmdlet?
