Can the outlook update tool be run on a non-admin account?

Q: Can the outlook update tool be run on a non-admin account? I have tried with no success. I used KB931667 and KB933146. Is KB933146 an update to KB931667? I must install both?
A: Installation requires administrator credentials on the destination computer. KB933146 is the latest KB for Outlook updates
