A: Here is an excerpt from this location(support.microsoft.com/gp/dst_topissues#A2): Microsoft Office Outlook 2003, Microsoft Outlook XP and Microsoft Outlook 2000: If you are running Outlook 2003, Outlook 2002, or Outlook 2000 in a non-Microsoft Exchange Server IT environment, you will need to run the Outlook Time Zone Data Update tool after the applicable Windows updates are downloaded by you or your IT administrator. The tool is currently available from the Microsoft Download Center <www.microsoft.com/downloads/>.

To add to this - the Outlook client itself relies on the OS clock (and thus the OS patch) for most operations. IF you have a client app that runs alongside outlook that relies on CDO, there is an Outlook patch for that, otherwise, no outlook update is necessary. The "Outlook Tool" being referred to is to adjust appointments that fall within the four week extended DST period in 2007.
