To preserve "send as" for Blackberry users, does the BES service account need to be the user account's "Manager"?

Q: To preserve the "send as" permission for our Blackberry users, does the BES service account (which must have "send as" permission due to an earlier MS patch) also need to be the user account's "Manager"?
