'Request Timed Out' error when starting the Web Application Service

When you try to start the web application service from the central admin site, you get "Request Timed Out" error in the ULS log. On the central admin site you get unknown error and if you set callstack to true and customerrors to Off in the web.config file of the central admin site you get "Request Timed Out" error.

To resolve this issue try the following steps:

1. Clear SharePoint Configuration Cache

Stop the "Windows SharePoint Services Timer" service from services console.

Go to C:\Documents and Settings\All Users\Application Data\Microsoft\SharePoint\Config\<GUID> from Windows Explorer.

Backup and delete the XML files in the <GUID> folder.

Replace number in the cache.ini file to '1'.

Start the "Windows SharePoint Services Timer" service

2. Then start the web application service either from the central admin site or using the following command:

stsdam -o provisionservice -action start -type spwebservice
